Torque, not engine horsepower, sets the practical limit: a wide bit in packed clay or frozen ground asks far more of the drive than a narrow one, and an undersized drive stalls or twists the machine instead of turning the bit. Check rated torque and hydraulic flow with the drive's manufacturer against the diameter you intend to run.
