Work platforms for telehandler use: what actually counts as one

A work platform is a purpose-built, guarded deck that mounts to a lifting machine so people or material can be raised to a working height. On a telescopic handler that means a steel frame with a floor, perimeter guardrails, toe boards and a controlled entry point, secured to the carriage or forks so it cannot slide, tip or lift free. Anything without those elements — a pallet, a bin, a bare set of forks — is a material carrier, not a personnel platform, and the two are not interchangeable. OSHA 1910.29 sets the guardrail criteria for walking-working surfaces, including a top rail height of 42 inches plus or minus 3 inches and toeboards at least 3.5 inches high.

The four items here split cleanly along that line. The Star Industries Safety Work Platform (model 1204C) and Industrial Work Platform (model 1244B) are guarded platforms. The Paver Breaking Pallet (920) and Scaffold Pallet (931) are material carriers — they move tools and scaffold components, not people.

All four are Star Industries units, priced from $1,433 to $4,865. Empty weight matters as much as rating, because every pound of attachment comes straight off what you can still pick up.

Choosing between the two platforms

The Safety Work Platform is the one to specify when the job is people at height and the rating has to be documented: 1,000 lbs capacity, guardrails, toe boards and self-closing gates, in 4, 6, 8 and 10 ft lengths. Pick the length by how much of the work face you need to cover without repositioning the machine — but remember that a longer deck pushes the load center further from the carriage, and a telehandler's load chart falls off steeply as the boom extends and the load moves out. A deck length your chart cannot support at working reach is wasted money.

The Industrial Work Platform is the more enclosed option, with an 84-inch screen and a positive pin locking system that ties the platform to the forks rather than relying on friction. It fits forks up to 2 3/8 inches thick and 6 inches wide, which is the single spec most likely to disqualify it on a given machine — measure before you order. If your work is repetitive material staging rather than personnel work, the 920 and 931 pallets exist precisely so crews stop slinging breakers and scaffold frames on open forks.

Telehandler standard carriage, forks and derated capacity

These attachments ride on the forks, so they suit any standard carriage with forks inside the published dimensions rather than requiring a specific manufacturer's quick-coupler plate. Two things still need checking. First, net payload: the Safety Work Platform is 350 lbs and the Industrial Work Platform 320 lbs before anyone steps on, and that weight has to be subtracted from your chart capacity at the reach and boom angle you will actually use. Second, approval and marking. OSHA 1910.178(a)(4) states that modifications and additions affecting capacity and safe operation may not be performed without the manufacturer's prior written approval, and that capacity, operation and maintenance plates must be changed accordingly. Confirm with the machine manufacturer, and confirm with Star Industries what the 1,000 lb rating includes before you plan occupants plus tools around it.

Rules that apply when you elevate people

OSHA 1910.178(m)(12) is the governing paragraph for lifting personnel with a powered industrial truck: a safety platform firmly secured to the lifting carriage and/or forks, a means for personnel on the platform to shut off power to the truck, and protection from falling objects where conditions require it. OSHA 1910.178(l) requires operator training, evaluation and certification for powered industrial trucks. ANSI/ITSDF B56.6 is the safety standard for rough terrain forklift trucks, the family telehandlers belong to, while B56.1 covers low-lift and high-lift industrial trucks. If you crane-handle the Scaffold Pallet instead of forking it, the rigging falls under the ASME B30 series — B30.9 addresses slings.

Site conditions, upkeep and what buyers get wrong

Set up on compacted, level ground and level the frame before booming out; soft fill and backfill trenches cause more platform incidents than capacity errors. OSHA 1910.178(q)(7) requires that trucks be examined before being placed in service and at least daily, and the attachment deserves the same walkaround: welds, pin engagement, guardrail and toe board integrity, and whether the self-closing gates actually close and latch.

The recurring mistakes are predictable. Buyers order on price and discover the platform's empty weight eats the payload they needed. They skip the fork measurement and find the 1244B will not seat. They plan an occupant-plus-material load without confirming what the rating covers. And crews improvise — putting a worker on the Paver Breaking Pallet or Scaffold Pallet because it is already on the forks. Those two are material carriers with no guarding, and that substitution is the one that gets people hurt.
