A variable height pail dispenser holds a stack or a load and uses spring tension to keep the top of the load at a constant working height as material is removed, so the operator is not reaching to the floor at the end of a stack. Weigh a representative full load before choosing. A spring-leveled dispenser only holds its height across the band it was tensioned for; loading it below or above its rating gives you a platform that either sits low or springs up hard. Paper Dispenser Stands (PDS) solve the adjacent problem of keeping wiper or roll stock off the floor at a packing station, where floor storage otherwise creates the housekeeping and aisle obstructions addressed by OSHA 1910.176, which requires storage areas to be kept free from tripping and fire hazards.
Seating a lid by hand with a mallet is slow, inconsistent and the usual source of leaking pails in transit. Three options here cover different volumes:

Choose the PLC-5 hand tool when 5-gallon pails are the only size and volume is occasional. Choose the PLC-P-FM press when you close pails continuously or run more than one size, since it accepts the 2–7 gallon range in a single machine. The PLC-CK caster kit is an accessory for the press, not a standalone closer — add it when the closing station has to follow the work rather than sit at one bench. If the filled pail carries a hazardous material and will be shipped, note that DOT's hazardous materials regulations in 49 CFR Part 178 govern the performance testing and marking of UN-rated packaging, and closure method is part of what the packaging was tested with.
Container material drives most of the specification. The BKT-SS-500 stainless steel bucket, 5 gallons, at $201.48, suits washdown, food, chemical and high-temperature work where a plastic pail will not survive cleaning or will absorb odors; FDA regulates food-contact plastics under 21 CFR Part 177, so verify the resin against the intended contact before substituting plastic into a food process. The plastic PAIL-1-PWP-180PK is a 1-gallon white pail sold as a 180-pack at $1,154.87 — a consumables buy for repackaging and sampling, not a durable good.
For emptying, Manual Pail Tippers (CAN) let one worker rotate and pour a pail without lifting and twisting, which is where back injuries in this work usually come from; NIOSH's revised lifting equation treats acceptable manual lifting as a function of horizontal reach, lift height, twisting and frequency, not weight alone. The PEL Pail Lifter is a forklift attachment, which puts it under different rules: OSHA 1910.178(a)(4) prohibits modifications and additions affecting capacity and safe operation without the manufacturer's prior written approval, and ANSI/ITSDF B56.1 covers attachment use and the requirement that the truck's data plate reflect the attachment fitted.
Anything handled by lift truck brings the whole powered industrial truck program with it. OSHA 1910.178(l) requires operator training, evaluation and refresher training, and that requirement applies to the operator using the PEL attachment, not just to the truck itself. OSHA 1910.132 requires employers to assess the workplace for hazards and provide appropriate PPE, which for pail decanting typically means eye and hand protection selected against the material being poured. Where pails hold hazardous chemicals, OSHA's Hazard Communication Standard, 1910.1200, requires that containers in the workplace be labeled with the product identifier and appropriate hazard warnings — relabeling is a real task when you repackage from bulk into smaller pails, and it is worth building into the station layout rather than bolting on later.
Work through it in this order. First, the container: steel for washdown, solvents and heat; plastic for inert material and single-use repackaging. Second, the frequency: below a few pails an hour, hand tools and a tipper are enough; above that, a dispenser and a press pay for themselves in labor and in fewer leaking closures. Third, the weight: get an actual scale reading of a full load before picking between the 125 lb and 200 lb LLW dispensers. Fourth, the handling method: if a lift truck touches the pail, budget for the attachment approval and operator training, not only the attachment.
